A task force has been created by the Parañaque city government to supervise the distribution of the financial aid to its residents, through an Executive Order (EO) signed by Mayor Edwin Olivarez on Monday, April 5.

Under Joint Memorandum Circular No. 1, Series of 2021 of the Department of the Interior and Local Government (DILG) and the Department of Social Welfare and Development (DSWD), all local government units (LGUs) are directed to determine through an EO the most effective and efficient way of releasing the assistance to their constituents in 15 calendars days upon receipt of the funds if the assistance is in cash or within 30 calendar days if assistance is in-kind.
It was not stated in the EO whether Parañaque City residents will receive cash or in-kind aid as part of the supplemental amelioration program approved recently by the national government for those affected by the supposedly week-long Enhanced Community Quarantine (ECQ) in the National Capital Region Plus (NCR-plus).
Olivarez, who is also chairman of the Metro Manila Council (MMC), said Metro Manila mayors have discussed whether to give the assistance in cash or in-kind to their constituents.
The EO states that qualified beneficiaries shall receive financial assistance by way of cash or its equivalent in the amount of P1,000 each with a maximum amount of P4,000 per family.
The Task force created will be led by Olivarez as chairperson, with City Administrator Ding Soriano as Vice Chairperson.
It will be composed of a Grievance and Appeals Committee with a city and barangay team; Joint Monitoring and Inspection Committee; Posting and Reporting team; Data Processing and Information Technology team; and Secretariat.
The EO states that priority target beneficiaries are low-income individuals and those working in informal economies affected by the implementation of the ECQ.
Barangays shall identify individuals qualified to receive the financial assistance from the list provided by the DSWD. Parañaque City's Public Information Office will post on its website a list of approved beneficiaries.
Qualified beneficiaries shall only be required to present a government-issued ID and submit three photocopies with three marginal signatures on each copy as proof of identity.
The grant will cover 22.9 million Filipinos in Metro Manila, Rizal, Bulacan, Cavite and Laguna. NCR will form half of the target beneficiaries at 11.2 million while 3.4 million will be for Cavite; 3 million for Bulacan; 2.7 million for Laguna; and 2.6 million for Rizal.
