More funds needed for women's help desks in barangays—CHR

The Commission on Human Rights (CHR) has recommended the provision of more funds to support the violence against women (VAW) desks in all local government units (LGUs) and their barangays.

CHR Region V Director Arlene Q. Alangco and Officer-in-Charge of Naga Provincial Office Donna F. Madrona said more funds are needed to help enhance the functionality of VAW desks.

Alangco and Madrona, who are both lawyers, said the funds would be used for salaries or honorarium for those manning the VAW desks and for the provision of separate rooms for their offices.

They said the VAW personnel should also be given training and learning materials, and they should be provided with equipment, travel allowances, and funds for other expenses.

The Implementing Rules and Regulations of the Magna Carta of Women under Republic Act No. 9710 provide that a VAW should be set up in every barangay to serve as “frontline service provider to victim-survivors who experience physical, sexual, psychological, economic, and other forms of abuse.”

A VAW desk is managed by an officer designated by the Punong Barangay and located within the barangay premises.

"Most of the barangays were observed to have Gender and Development (GAD) budget as contained in their Annual Investment Budget (AIB). But there were variations in the percentages of GAD budgets across barangays," Alangco and Madrona said quoting the results of a study conducted on VAWs.

"Missing files in some barangays affected the crafting of a GAD activity and budget plan and caused ineffectiveness in the implementation of related programs," they said.

At the same time, they said that results of the study revealed that most VAW desks did not even have logbooks or forms to record complaints made by victims. As a result, the functionality of the desks became null, they added.

"Document analysis revealed no quarterly accomplishment report was submitted by previous administrations of the barangays. Furthermore, no official turnover of records was made by some barangays and so their reports could not be traced," they also said.

They expressed hope that the government would help in improving the current situation of VAW desks in many localities as they pointed out that all women deserve protection from violence and injustices, especially since they play significant roles in society.

"Women are significant to society since they nurture the families, educate the youth for constructive citizenship in the society and provide leadership in certain professional and political fields," they stressed.
