BOC rolls out modernization program to unify Customs processes

The Bureau of Customs (BOC) has launched the Philippine Customs Modernization Program (PCMP) which would pave the way for various projects and interventions to unify Customs processes.

Backed by the World Bank Group, the PCMP will put in place a Customs Processing System (CPS) and a data center.

BOC Commissioner Rey Leonardo Guerrero  said the CPS will serve as one single and unified system that combines all the key elements and customs procedures. It ties in another project of the Bureau Remote Image Analysis Center (RIAC) which enables the remote access of x-ray images and the sharing and storing of such images.

Guerrero also said that a state-of-the-art data center will be established to serve as the bureau’s recovery facility that will safeguard Customs data in case of disasters.

It will also enlist a third-party turn-key provider that will establish an Administrative Back Office Enterprise Resource Planning System (ABERPS) that will enable the reorganization of BOC to a more efficient and effective workforce.

According to the commissioner, through the grant provided by the World Bank Group to the Customs bureau, the modernization projects “shall be implemented and shall run through until the year 2024.”

He further said that other projects under the bureau's modernization and reformation is in full swing.

Finance Secretary Carlos G. Dominguez, who graced the virtual launch on March 26, said that the launching of the project is “very timely,” adding that it “is a major step towards aligning our process standards with the best customs services in the world.”

“The pandemic has magnified the importance of modernizing our systems to thrive in the new digital economy and now, more than ever, we need more revenue to fund not only our COVID responses, but also our economic recovery program,"Dominguez said.
