Over 450,000 households have been delisted from the Pantawid Pamilyang Pilipino Program (4Ps) as they no longer have eligible children for monitoring, the Department of Social Welfare and Development (DSWD) has disclosed.

DSWD Spokesperson Irene Dumlao said due to attrition, more than 450,000 families have exited from the country's flagship poverty alleviation program, which was implemented in 2008.
"Since its inception in 2008, more than 450,000 households have been delisted,” she told the Manila Bulletin, when asked how many 4Ps beneficiaries were delisted because their households no longer have eligible children for monitoring.
Citing the implementing rules and regulations (IRR) of Republic Act No. 11310 or 4Ps Act, she explained delisted from the program were those "households whose last monitored child either turns 19 years old, or finishes high school."
Dumlao said the households shall be delisted from the roster of 4Ps beneficiaries based on any of the following criteria stated in the IRR of the 4Ps Act:
-The last monitored child in the household turns 19 years old;
- The last monitored child in the household finishes high school;
- The household reaches the seven-year duration in the Program;
- The household is no longer poor, based on the latest assessment thru the adopted standardized targeting system;
-The household voluntarily waives its membership from the Program; or
-The household commits offenses wherein the sanction is delisting, subject to the standards to be developed by the DSWD.
Based on the DSWD data, as of Dec. 31, 2020, there are more than 4.3 million 4Ps households nationwide.
Since 2008, the Pantawid Pamilya has invested in human capital development and in the health and education of poor households, particularly of children aged 0 to18 years old.
4Ps uses the conditional cash transfer scheme to provide cash grants to the beneficiaries who comply with the following program conditionalities:
-Children 3 to 18 years old must be enrolled in kindergarten, elementary, and high school, and attend classes at least 85 percent of the time each month;
-Children 0-5 years old must receive regular preventive health check-ups, growth monitoring, and vaccines;
-Pregnant women get pre and post-natal care (must be attended by skilled/professional health workers);
-Children in elementary must receive de-worming pills twice a year; and
Attendance of the grantee/parent/guardian to the monthly Family Development Session.
