Duterte wants timely, corruption-free completion of infrastructure projects

Infrastructure projects must be completed on time, with least public inconvenience, and free of corruption, President Duterte said Thursday even as he braced for the start of the final year of his term --- a period in which the outgoing Chief Executive is generally regarded as a "lame duck."

During the inauguration of new school buildings in Bulacan Thursday, the President sought the swift and corruption-free completion of projects as his six-year presidency is winding down.

Authorities must ensure that the government projects are completed "with highest standards of honesty and integrity," according to the President.

"I reiterate the need to complete government projects on time," he said in his remarks. "I am directing all concerned agencies to ensure the least inconvenience to the public during construction, while ensuring strict adherence to the highest standards of honesty and integrity and prevent corruption," he added.

The President issued the order after welcoming the completion of the school buildings at Gen. Gregorio H. del Pilar Integrated School and Virginia Ramirez-Cruz High School in Bulacan province.

Duterte commended the Department of Education, the Department of Public Works and Highways and the local government "in the successful planning and construction of these new school buildings." "Your collective efforts in these projects have been crucial in creating a more conducive, inclusive and resilient learning environment for Filipino students of Bulacan," he said.

He said the government's investments in educational infrastructure affirms its resolve "to promote the right of the people to quality and accessible education at all levels." In a later speech in Valenzuela City, the President talked about his dwindling time in office. Duterte, who will end his term in 2022, said it was natural he will eventually become a lame duck president.

"It's almost ineffective President, half a year na lang ako. The other half would be the lame months, lame duck na ako (I'll be a lame duck)," he said.

"And that is natural. It happens. It will happen," Duterte added.
