Be instrument of change, Navy chief tells newly-promoted officers

Navy Vice Admiral Giovanni Carlo Bacordo urged newly-promoted Navy and Marines officers to be the instrument of change to maximize the protection and service to the Filipino people amid security challenges that include communist insurgency and terrorism. 

In his speech during the donning of ranks of 20-newly promoted Navy captains and Marines colonels, Bacordo said the promotion of the officers itself is a proof that they passed all the requirements to assume new responsibilities.

"The promotion is a testament of their commitment to service, exceptional knowledge in their fields of specialization and leadership capabilities," said Bacordo.

"In exchange of this promotion to higher rank, expect greater responsibility and accountability. Display mastery of skills and facilitate the much-needed systemic changes in the PN as we modernize into a multi-capable naval force,” he added.

Those promoted were Capt. Elmer Toriado, Capt. Remuel Jardinero, Capt. Junmar Sales, Capt. Nerelito Martinez, Capt. Santiago Pacis Jr., Capt. Ariel Halasan, Capt. Leo Dimoc, Capt. Jonathan Salvilla, Capt. Edilberto Balduman, Capt. Lemar Dela Calzada, Capt. Reynaldo Lopez, Capt. Jude Joseph Sumpay, Capt. Jim Razo, Capt. Oliver Fernandez, and Capt. Venus Gualdaquever.

For the Philippine Marines which is under the Philippine Navy, promoted were Col. Danilo Facundo, Col. Ronald Virtudazo, Col. Jose Marie Santos, Col. Dante Robert Grasparil, and Col. Esperanza Casiao.
