DSWD employee goes missing; pregnant live-in partner appeals for help


An employee of the Department of Social Welfare and Development –National Capital Region (DSWD-NCR) went missing on Friday (February 19) after leaving his home in Marikina City.

Social Welfare Officer II Justine Charles M. Accad, 30, did not reach the San Juan City Hall where he was heading that day, according to his pregnant live-in partner, Jessa P. Muncada, 25, also a DSWD employee.

The live-in partner of Accad told the Manila Bulletin that he usually brings a minimum of P1 million cash to the DSWD-San Juan every Friday during payout for the hospitalization and other assistance sought by residents from the DWSD.

“Nagdadala po kasi siya kadalasan ng pera doon. Usually, minimum po ng isang milyon kasi marami po nanghihingi ng assistance, pero nung Friday po, wala po siyang dala kasi wala pa pong available na pondo. Ang mangyayari po noon is guarantee letter na lang po muna i-pro-provide niya sa mga nanghihingi ng tulong (He carries the assistance money to San Juan. That’s usually a minimum of P1 million because many people are seeking the help of DSWD, but that day he was not bringing any money. What he was supposed to do was to only issue guarantee letters as there is no fund available yet),” she said.

“Dumadaan po siya sa DSWD-NCR field office sa Legarda para i-pickup ang pera. Then ihahatid niya po ‘yun sa City Hall ng San Juan kasi nandoon ang office ng DSWD po (He picks up the money at the DSWD-NCR field office in Legarda, Manila. After that, he will go to San Juan City Hall where our local office is located),” Muncada added.

Accad left their house in Malanday, Marikina wearing a black polo shirt, black slacks, and brown leather shoes around 9 a.m. He was aboard a bluish silver Honda Civic FD.

His four-month pregnant live-in partner said that he was very excited of being a father, adding that they were about to get married this coming April 11.

“Our last conversation was about our wedding as I reminded him to pay the seminar for our wedding. He even asked for the bank details so he could settle it,” she added.

Muncada said they have already coordinated with the police, but there is still no lead about his whereabouts.
