Ranking QC police faces complaints following confrontation over parking space
A ranking official of the Quezon City Police District (QCPD) has been accused of abuse of authority after causing the arrest of a taxi driver following a confrontation simply over a parking space.

Lt. Col. Ariel Capocao, the deputy director for operations of the QCPD, is facing charges before the Quezon City's People's Law Enforcement Board (PLEB) for grave misconduct, conduct unbecoming of a police officer, and oppression, according to the local government.
The complaint was filed by taxi driver Marlon Bacsal after the ranking police allegedly had him "arrested, without a warrant, by police officers armed with M-16 rifles."
Police even “had Bacsal investigated and was sent for a medical examination before filing an unjust vexation case against him,” the local government added.
A confrontation between Capocao and Bacsal ensued when the police allegedly asked the taxi driver to “immediately” remove his car after he saw it parked adjacent to his house
The local government said, the taxi driver apologized to the police for it and told him that he would get his taxi once the sand which was dumped on the area where he usually parked was removed later that day.
However, Capocao "did not accept his explanation and instead cursed him,” the local government said in a statement.
"Insulted, the complainant also cursed back at Capocao, telling him that he does not own the road."
PLEB Executive Officer Lawyer Rafael Calinisan on Tuesday said they "will resolve this case in a swift but fair manner."
The PLEB gave Capocao seven days to respond to Bacsal's complaint.
"I assure you, in the end justice will prevail,” Calinisan said as PLEB already gave the police officer seven days to respond to Bacsal's complaint.
