Local government units (LGUs) want to buy coronavirus disease (COVID-19) vaccine from other brands as they are currently only allowed to purchase from British pharmaceutical company AstraZeneca due to certain restrictions, two Metro Manila mayors said Wednesday.

Navotas Mayor Toby Tiangco and Quezon City Mayor Joy Belmonte said this is because the national government has yet to authorize other pharmaceutical companies to roll out their vaccines in the country.
"Ngayon hindi pa pwedeng bumili ng Moderna. Tinatanong pa lang namin. Yung Pfizer, hindi pa pumipirma yung national government and as I said earlier, kung hindi pumirma yung national government na sabihin na bibili kami, hindi kami pagbebentahan (We're not yet allowed to buy a vaccine from Moderna and we're still asking them. Meanwhile, for Pfizer, as I said earlier, the national government has not yet signed their authorization letter. And as long as they're not yet authorized, they cannot sell their vaccine to us)," Tiangco said over Kapihan sa Manila Bay interview.
"Although the national government told us that local governments can engage in talks with pharmaceutical companies...truth of the matter is, when we spoke to Moderna, they were not willing to speak or engage in talks with the local government units. They said, we should go directly to the national government with our needs. It's the same with Pfizer," Belmonte added.
But the two mayors pointed out that it is not the policy of the national government, but it is of the pharmaceutical companies, that the LGUs cannot procure vaccines directly from them yet.
According to Belmonte, this is because the pharmaceutical companies only have emergency use authorization, which means they are only allowed to offer their vaccines to the national governments and are prohibited from selling them commercially.
"Sila po ang nagsasabi na hindi kami pepwedeng bentahan if hindi yan part ng national vaccination program (They have the right not to sell us their vaccines, especially if theirs are not yet part of our national vaccination program)," Tiangco added. "We are not in a strong position to bargain. It means, we should buy whatever is only available)."
Amid President Duterte's pronouncement that the European Union is holding COVID-19 vaccines hostage, the two mayors said they were able to secure enough supply of vaccine from AstraZeneca.
"Wala pa naman pong sinasabi ang AstraZeneca samin na may problema sa supply (AstraZeneca has not yet told us that there's a problem in supply)," Tiangco said.
