DSWD urges unserved SAP beneficiaries to go to nearest field offices for validation


The Department of Social Welfare and Development (DSWD) has urged anew the second tranche beneficiaries of the national government’s Social Amelioration Program (SAP), who have yet to receive their cash aid, to go to the nearest DSWD offices for validation.

DSWD Spokesperson Irene Dumlao assured the public that those qualified SAP beneficiaries will receive their entitled emergency cash subsidy as provided under Republic Act No. 11469, popularly known as Bayanihan 1.

“Duon sa mga nakatanggap naman ng kanilang SAP during the first tranche, but are still waiting for the second tranche, gusto nating i-explain muli that if you are not naman duplicates, and you are eligible, then nagkaroon lang problema sa mobile number or middle name, or other information, makipaguganayan lang po sa pinakamalapit na Field Office ng DSWD so that we could check and validate with our payroll kung nandun po ang inyong pangalan o ano ang reason why you were not able to receive yet your second tranche para maisama sya dun sa ating nire-reprocess,” she told the DZRH in an interview.

(For those who have received their SAP during the first tranche, but are still waiting for the second tranche, we would like explain again that if you are not duplicates, and you are eligible, then you had encountered problems with your mobile number or middle name, or other information, coordinate with the nearest Field Offices of the DSWD so that we could check and validate with out payroll if your name is included there or the reason why you were not able to receive yet your second tranche so that we include you in our re-processing.)

During the Laging Handa networking briefing on Monday, DSWD Secretary Rolando Bautista bared that they retrieved all the necessary data from the financial service providers (FSPs) and decided to conduct manual payout.

Dumlao said the manual payouts to remaining SAP 2 beneficiaries are still ongoing. She earlier said the manual cash aid distribution is being conducted in CALABARZON, National Capital Region (NCR) and Central Luzon through the agency’s Special Disbursing Officers (SDO).

Dumlao said as much they would like to extend the SAP aid to all Filipinos, she clarified that the unit of assistance is family and not individuals.

“Para duon sa hindi nakatanggap ng (For those who have not received) SAP primarily because they have no families, there are other forms of assistance that may be extended by the DSWD, such as the he Assistance to Individuals in Crisis Situation (AICS) program or provisions of food packs and other services,” she said.

Under Republic Act No. 11469 or the Bayanihan to Heal as One Act, around 18 million low-income households are entitled to receive emergency subsidy amounting to P5,000 to P8,000 for two months.

For the first tranche of SAP, the DSWD disbursed P99.9 billion to over 17.6 million family beneficiaries.

For the second tranche, the DSWD has distributed over P87 billion worth of emergency cash subsidies through manual and digital payouts to 14.5 million family-beneficiaries, Dumlao noted.

The DSWD earlier said it is eyeing to finish the manual payout for the SAP recipients and the distribution of cash subsidies under Bayanihan 1 and 2 Law, “third week of February.”
