"Rest in Peace Senator Victor Ziga, the original author and father of senior citizens law...author of Build, Operate and Transfer Law," Salceda said on Facebook, February 1.

"He was a man of intergity honesty worthy of emulation...We will surely miss you, Vic!" he also wrote.

Former senator and Sorsogon Gov. Francis "Chiz" Escudero also expressed his sympathies on Ziga's passing. "My sincerest prayers and condolences to the family and loved ones of Former-Senator Victor 'Vic' Ziga, a revered nationalist and fellow Bicolano," Escudero posted on Twitter.

Ziga's son and namesake, Albay Board Member Vic Ziga Jr. wrote a tribute to the former lawmaker on Monday.

"It's never easy to say good bye to someone you love...My true inspiration, motivation and mentor. I will always look up to you, I may not achieve the things you've done as senator, governor, assemblyman, Cabinet member...But the best is my Papa. Will miss you so much Papa," Vic wrote, posting on Facebook a photo of him with his father.

A report said Ziga succumbed to heart and multi-organ failure in a hospital n Taguig City.

Ziga, born September 30, 1945, was a member of the Senate during the 8th Congress from 1987 to 1992.

Before his Senate stint, he also won in the 1984 Batasang Pambansa elections and served as a representative of Albay.

He was also appointed in 1986 as a Minister of General Services under former President Corazon Aquino's administration.

He was also a former Albay governor and a board director of San Miguel Corporation.

Based on his biography in the Senate's website, Ziga pushed for bills on the establishment of a national rehabilitation center for drug addicts, and the mandatory anti-drug addiction and abuse lesson in secondary schools. He also pushed for the increase of the minimum basic monthly salaries of public school teachers.

Ziga also had an "interest and concern for those who have less in life" and was involved in typhoon relief operations and civic organizations.
