DSWD vows to complete SAP 2 distribution within September

The Department of Social Welfare and Development (DSWD) vowed Thursday (Sept. 3) to complete the second tranche distribution of the emergency cash subsidy under the national government’s Social Amelioration Program (SAP) within this month.

DSWD Undersecretary Rene Glen Paje assured the public that the remaining unserved beneficiaries, estimated at 600,000 will receive their entitled cash aid as provided under the already-lapsed Republic Act No. 11469 or the Bayanihan to Heal as One Act.  

He said the SAP 2 distribution rate is now at 96 percent, covering over 13.7 million recipients, citing their SAP monitoring report as of Sept. 2.

Included in the agency's latest list of SAP 2 beneficiaries are over 1.3 million beneficiaries of Pantawid Pamilyang Pilipino Program (4Ps);  more than 6 million low-income, and non-4Ps recipients;  3.2 million “waitlisted”, low-income, and non-4Ps households nationwide; 1.8 million “waitlisted” beneficiaries from the enhanced community quarantine (ECQ) areas; around 68, 939  Transport Network Vehicle Service (TNVS) and public utility vehicles (PUVs) drivers, and 46, 617 drivers from the ECQ areas. 

The 11 areas covered by SAP 2 are Region III (Central Luzon) , except Aurora province, the NCR; Region IV-A (CALABARZON) ; Benguet; Pangasinan; Iloilo; Cebu Province; Bacolod City; Davao City, Albay province and Zamboanga City.

The DSWD was supposed to complete the digital and manual payouts of SAP 2 assistance by August 15.

Paje also took the opportunity to appeal to the local government units (LGUs) in NCR, Central Luzon, CALABARZON, Region VI (Western Visayas),and Region IX (Zamboanga Peninsula) to complete the uploading of the social amelioration card (SAC) forms  of the SAP beneficiaries and finish their validation process. 

He said more than 59,000 SAC forms of beneficiaries for the second tranche distribution have yet to be uploaded by the LGUs, while over 82,000 names of SAP 2 beneficiaries have yet to be validated.

The LGUs were earlier given until August 19 to upload the SAC forms and complete the validation. Following LGUs’s appeal for extension, the DSWD gave them another week to finish the uploading of SAC forms and the validation of the beneficiaries. 

During a virtual press briefing on Tuesday, August 18, DSWD Secretary Rolando Bautista cited the failure of the LGUs to immediately upload the SAC forms of  more than 300,000 SAP 2 beneficiaries, and  the failure of over 200,000 SAP beneficiaries to supply their personal information, like their mobile phone numbers as among the reasons for the delay in the distribution of cash aid.
