Free online medical consultation and education for students in Manila

First of all, I would like to express my sincerest and deepest condolences to the family of PEMS Roel Candido of the Manila Police District-Meisic Police Station 11 and of Ronald Malonzo, a COVID marshall from the Manila Traffic and Parking Bureau.
The two were mercilessly gunned down recently by callous criminal elements in Sta. Cruz and Port Area, respectively. Two surrendered in the case of Malonzo and in the case of Candido, the MPD under the command of district director Gen. Rolly Miranda is continuously tracking down the suspects so they can be put to justice at the soonest time possible.
I am of the hope that swift justice will be served to the family of Candido and may his soul, and that of Malonzo, rest in eternal peace. Again, my condolences.

This past week, we in the city government launched the “Online CO-ED (Consultation and Education) for Manila Public Schools.”
The program offers free online medical consultation and education concerning all aspects of health to students in the 107 public elementary and high schools in Manila.
Through the efforts of Manila Health Department chief Dr. Arnold “Poks” Pangan and the Division of School Health Services (DSHS), the free services are being made available to students amid the pandemic and it will be part of the “new normal” in public school education for elementary and high schools in the entire city.

The role of the healthcare providers on this new normal approach will be to offer free medical consultation, counseling, advice, and/or immediate first aid treatment, as well as education for the promotion, maintenance, and restoration of health.
Prior to this, MHD Director Pangan and DSHS head Dr. Ervin Paz dela Rosa made a proposal on online consultation and education in view of the opening of classes next month. The personnel involved in this elaborate program include MHD employees from the DSHS and the 47 health centers, the school health division’s physicians, dentists, nurses as well as the principals, teachers, and advisers of the public schools. Each of the healthcare personnel who will be focal person in-charge of the school will be provided by the MHD with a cell phone and a SIM card, which they will use during the online education program. The city will also provide them with needed medical supplies and medicines as well as flyers, leaflets, and posters.
In cases of medical emergencies, the MHD will provide electronic prescription via Facebook Messenger or e-mail.
Under the system, the parents or guardians will be directed to go to the health centers through phone and then the health center will provide the medicines needed. Information dissemination on the Department of Health and the MHD programs and activities will also be implemented, among them, COVID-19 prevention, “Huwag maging BIBA (Batang Ina Batang Ama)” or the prevention of teenage pregnancy, and mediation on conflicts with peers, teachers, or parents that may affect their academic performance.
The school dentist will provide contact numbers to the principals, teachers, and advisers and nurses needed for dental services of the students and a schedule for dental teleconsultation at least once a week, from 8 a.m. to 5 p.m.
A particular dentist will also be assigned for the schedule of urgent or emergency dental treatment and provision of prescribed medicines and proper referral for prompt emergency and/or urgent dental procedure and management.
The MHD will be implementing the oral services to promote the Department’s “WBMB 2030” or “Wala ng Batang Manileyong Bungi sa 2030.” Kudos to our MHD for a worthwhile project.
Also this past week, Vice Mayor Honey Lacuna and I handed over to the Universidad de Manila (UdM) tablets worth nearly P9 million, which are the proceeds from the fees I earned for endorsing several products. These tablets are for the poorest students of UdM.
It is public knowledge that I grew up as a very poor student, so that knowing that the tablets will somehow ease the burden of those who cannot afford to buy gadgets in order to cope up with online learning brings so much joy to my heart. The feeling is just priceless.
