DA Cagayan Valley eyes Capalutan SWIP as farm clustering and consolidation area

CAGAYAN ----The Regional Field Office No. 02 (RFO 02) is eyeing Capalutan Small Water Impounding Project (SWIP) in Allacapan, Cagayan as Farm and Fisheries Clustering and Consolidation Program a possible pilot area.

Regional Executive Director Narciso A. Edillo pushing the Municipal Local Government Unit (MLGU) Allacapan to help strengthen the organized farmers association.

"We are more than willing to assist the LGU and farmers group so that the people in this area will become united and progressive through this irrigation system," he said.

DA Official is optimistic that the department can provide more holistic interventions if farmers are organized which is now the trend in the sector.

Capalutan SWIP with the P24M budget has 75% accomplishment but the LGU pledged to Fastrack the construction and move as high as 90% within the month.

For Capagaran SWIP costing P8.9M, it has a 16% accomplishment. Construction had started last July 2020.

Meanwhile, DA relayed that Mayor Harry Florida told that Capalutan SWIP has a service area of 100 ha. to include rice, corn, and banana. It will be one of the biggest SWIPs in the region.

"We thank DA for these projects. This will be of great help to our farmers who rely heavily on rains for their crops," uttered Florida.

Lately, Agriculture Secretary William Dar already signed the Department of Agriculture (DA) Administrative Order 27 that sets into motion the Duterte administration’s farm consolidation and clustering program to attain economies of scale, and enable more farmers, fishers, and agripreneurs produce and earn more from their toil.

“The F2C2 Program is the first formal, comprehensive, and holistic government initiative to be implemented at the national level,” said Secretary Dar.
