Online driver's license renewal, U-turn slots, and bike lanes

Renewing a driver’s license, or filing for a new license can now be done online through at least 24 offices of the Land Transportation Office (LTO) that now service digital registration.

The LTO said that those who need the service can submit an application for new – or renewal –of driver's or conductor's license, and other miscellaneous transactions.

Motorists can also book an appointment and pay for their transactions online by registering an account at portal.lto.gov.ph.

The system is currently undergoing a pilot test to start the gradual implementation of the online portal of the LTO.

Meanwhile, the pilot testing for online motor vehicle registration in the system is expected to begin next week.

The online service for driver's license transactions is currently available at the following LTO offices:

In Metro Manila: at the Central Office-License Section, Quezon City Licensing Center, Eastwood DLRO, Ever Gotesco DLRO, and at the Muntinlupa District Office.

In Luzon: at the Laoag District Office, Bayombong District Office, Lipa District Office, Naga District Office, Calapan District Office, Baguio Licensing Center, San Fernando Licensing Center, Angeles District Office, and Binan District Office.

In the Visayas: at the Tagbilaran District Office, Dumaguete District Office, Roxas District Office, and at the Ormoc District Office.

And in Mindanao: at the Pagadian District Office, Malaybalay District Office, Butuan District Office, Tagum District Office, Davao District Office, and at the General Santos District Office.

MMDA eyes closing 15 U-turn slots on EDSA

Fifteen U-turn slots along EDSA may be closed to make way for the new bus lane, according to the Metropolitan Manila Development Authority (MMDA).

According to Manila Bulletin reporter Jel Santos who covers the MMDA, Assistant Secretary Celine Pialago, MMDA spokesperson, said the agency wants improve the travel time of the commuting public. That is why they are now planning to close the 15 U-turn slots on EDSA.

Pialago said that the left turn ramps may also be affected should the plan of the agency push through. They are: EDSA Ortigas to Greenhills; EDSA Ortigas to Meralco; and EDSA to Rockwell.

MMDA is still completing concrete barriers for the new bus lane at the left side of the whole stretch of EDSA to separate buses from private vehicles.

Respect bike lanes

The “new normal’ will bring another set of road users. They will be the bikers whose population will likely increase because of the need for social distancing and the limited number of public transportation vehicles.

Several cities and municipalities have started putting up – or reviving -- bike lanes, among them Quezon City, Pasig City, Taguig City and San Juan City. 

EDSA, a major thoroughfare that is always crawling with traffic, will also have a bike lane.  A technical task force to oversee the design of the bike lane has been formed, while funding has been approved by the Department of Transportation.

To remind motorists of the presence of bike lanes, the Philippine National Police last week started a crackdown against those who encroach on those special portions of the roads set for bicycle riders.

At least 40 motorists were apprehended for using bike lanes as parking spaces.

According to a report from MB reporter Aaron Recuenco, who covers the PNP,  Brig. Gen. Eliseo Cruz, commander of the PNP Highway Patrol Group (HPG), said all the violators were arrested along Quezon Avenue in Quezon City where the local government units painted the outermost lane of the road and designated it as bicycle lanes.

Cruz said 21 were first arrested when they started the operation on June 23. All were issued traffic violation tickets for illegal parking. The next day, the PNP deployed a team in the area along Quezon Avenue and apprehended 19 more drivers of private vehicles.

Police Lt. Gen. Guillermo Eleazar, deputy chief for Operations of the PNP and concurrent commander of the Joint Task Force COVID Shield, earlier tasked the HPG, with the approval of PNP Chief Gen. Archie Gamboa, to run after those using bicycle lanes as parking spaces.

The action was in response to bicycle riders seeking assistance to clear bicycle lanes of illegally-parked vehicles.
