COTABATO CITY – Authorities are now in the final stages of drafting the Education and Local Government codes for the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), which will turn one-year old on March 29.

Peace negotiator Mohagher Iqbal and lawyer Naguib Sinarimbo announced in separate reports this week that their ministries have already drafted the regional Education Code and Local Government Code, respectively, and such drafts were undergoing “final touches” for submission to the BARMM parliament for deliberation and passage.
Iqbal stewards the Ministry of Basic, Higher and Technical Education (MBHTE) and is also a member of the 80-seat Bangsamoro Transition Authority (BTA), the BARRM’s interim parliament and governing body. The MBHTE fuses in BARMM the operations of the Department of Education; Commission on Higher Education; and Technical Education, Skills and Development Authority.
Sinarimbo, who was involved in the crafting of the Bangsamoro Organic Law, heads the Ministry of Interior and Local Government (MILG).
The regional Cabinet, led by Chief Minister Ahod “Hadji Murad” Ebrahim, had tasked the MBHTE and the MILG to lead the drafting of the Education Code and Local Government Code, two of basic operative laws mandated under R.A 11054 for the BARMM governance.
Other operative edicts listed in the BARMM Charter are Civil Service Code and Administrative Code, among others. But BARMM authorities have yet to publicize the status of formulation efforts for the other codes and the responsible agencies.
“We are striving to develop an educational framework that is relevant and responsive to the needs, ideals, concerns and aspirations of all people in the Bangsamoro,” Iqbal said in a statement.
He said the education code will incorporate the teaching of Islamic and Arabic studies in the region’s educational system, as prescribed by the Bangsamoro Organic Law.
It also seeks to institutionalize “peace education” in all academic levels across BARMM, particularly in the component provinces of Maguindanao, Lanao del Sur, Basilan, Sulu, Tawi-Tawi and the cities of Cotabato, Marawi, Lamitan, and the 63 villages in North Cotabato, Iqbal added.
In a separate statement, Sinarimbo said his agency was already through with the series of consultations in crafting the Local Government Code.
