"Safety, especially of human lives, first is a very important and non-negotiable principle," he said in an interview Sunday.
"Whatever move, if it seeks the safety and well-being of the people, citizens, especially the vulnerable, should be supported," said Alarcon.Â
The prelate stressed that education, and all other human endeavours must seek the "safety and well-being of all."
He said life is a gift that's why the protection of lives must be sought and supported.
President Duterte on Saturday recalled his earlier approval of the pilot dry run of face-to-face classes in low-risk areas scheduled in January 2021 amid emerging concern over the reported new strain of the coronavirus.
