Kilusang Magbubukid ng Pilipinas (KMP) chair Danilo Ramos said the killing of an unarmed mother and son in Paniqui, Tarlac by Nuezca was not an “isolated” incident contrary to claims by authorities.

“This appaling incident should wake us to the fundamental flaws of the police force,” he said in a statement.

The peasant group cited that Nuezca has previous homicide cases on record that were closed due to lack of evidence and witnesses.

Nuezca, 46, assigned at a police crime laboratory in Parañaque City, shot Sonya and Frank Anthony at point-blank range after a dispute over a holiday noisemaker last Sunday.

The shooting incident was caught on camera and went viral on social media.

The PNP Internal Affairs Service will conduct a summary hearing case against Nuezca.

Ramos emphasized the need for “urgent and necessary reforms” within the PNP and its policies in the wake of the killing of the Gregorios.

“The problem with the PNP is systemic and goes beyond anger management issues and proper use of firearms. Mere training and seminars are not enough,” he said.

“Barring off duty cops (from) carrying guns is an easy start. The PNP must be defunded and reoriented,” he added.
