Navotas City Mayor Toby Tiangco has sought an explanation from the Department of Social Welfare and Development (DSWD) regarding the removal of some of his constituents from the list of Social Amelioration Program's (SAP) second tranche beneficiaries.
Tiangco reached out to DSWD-National Capital Region Director Vicente Gregorio Tomas through sending him a letter on "behalf of the abovementioned clients who were excluded in the list of 1st tranche paid beneficiaries qualified for the 2nd tranche of SAP-ESP (emergency subsidy program)."
" sent their concerns via TXT JRT to follow-up the status of their 2nd tranche SAP-ESP. However, upon checking the 9,104 payroll file of 2nd tranche of the 1st tranche paid beneficiaries (unsuccessful transactions of Paymaya) and the 5,490 list of unclaimable transactions of Paymaya due to data quality issues, all clients were excluded," Tiangco said in his letter.
The local government said, about 5,490 residents are still waiting for an update on when they would receive their subsidy as their names are reportedly not included in any list of recipients for the second tranche.
"DSWD-NCR sent only 26,699 names for the digital payout of the second tranche. Of this, 11,439 have claimed their subsidy and 666 have been disqualified for being recipients of financial assistance from other agencies," the local government bared. "In addition, 9,104 beneficiaries, who initially experienced failed Paymaya transactions, are in the process of receiving their payout."
Tiangco, in a statement, expressed hope that the agency would "resolve" the matter soon as "it's almost Christmas."
"The least we can do for those who are already suffering is to alleviate their burden and give them their due," he said.
