Manila grants amnesty for traffic violation penalties, surcharges
The Manila City government granted amnesty for payments of accumulated penalties, interests, and surcharges pertaining to traffic violations following the signing of a city ordinance.Â

Manila Mayor Francisco "Isko Moreno" Domagoso signed City Ordinance No. 8699, authorizing the granting of amnesty for traffic violations and surcharges of all constituents of Manila and others whose licenses are confiscated by the Manila Traffic and Parking Bureau (MTPB) or any commissioned officer authorized by the City of Manila.
"Upang tulungan po ang ating mga motorista, lalo ngayon mayroon po tayong kinakaharap na pandemya, narito po ang kaunting tulong mula sa Pamahalaang Lungsod sa pamamagitan ng pag-waive sa mga penalties at surcharges sa mga violations (To help our motorists, especially now that we are facing a pandemic, here is a little help from the city government in the form of waiving penalties and surcharges for violations)," he said in a Facebook post Wednesday night.
The ordinance will also cover all delinquent holders of Ordinance Violation Receipts (OVRs) or those with accumulated penalties, interests, and surcharges, thus the said fees shall be waived.
Holders of OVRs shall pay only the original amount of violation. Also, payments made under the amnesty shall be unconditional therefore, payments under protest shall not be allowed.
"Sa ating mga kababayan po na mayroong OVR o traffic violation, sa oras po na magtake-effect ang ordinansa, ang tanging babayaran n'yo nalang po ay ang actual amount ng violation (To our fellow residents who have OVR or traffic violations, the moment that the ordinance takes effect, the only thing that you will have to pay is the actual amount of your violation)," Manila Traffic and Parking Bureau Director Dennis Viaje said in a statement.
"Ngunit, sana po'y mapanatili natin ang disiplina lalo na kalsada kahit mayroon tayong amnesty (However, I hope you maintain discipline, especially on the roads, even if we have amnesty)," he added.
The amnesty may be availed ninety days from the Ordinance's effective date.
