PNP's Coplan Bloodstone nets 2 big-time traffickers

Two more big-time drug traffickers were arrested after they yielded three kilos of shabu in yet another success of Coplan Bloodstone, this time, in Dasmarinas City in Cavite on Sunday afternoon.

 Brig. Gen. Ronald Lee, director of the Drug Enforcement Group of the Philippine National Police (PNP), said the Case Operational Plan (Coplan) Bloodstone was launched in November last month to stop the shabu supply chain in the country.

Under Coplan Bloodstone, the specific targets are natives of Mindanao who were identified as key players in the drug distribution in Metro Manila and from Metro Manila to Mindanao.

“We are targeting a large group of drug traffickers composed mostly of natives of Mindanao and based in the southern part of Manila,” said Lee.

The drug traffickers in Mindanao are reportedly in cahoots with residents of Luzon in the distribution of shabu in Metro Manila and the Calabarzon region (Cavite, Laguna, Batangas, Rizal, Quezon), aside from the Mindanao market.

For instance on Saturday, PDEG operatives arrested on Saturday night, 32-year old Marlon Bayan and 27-year old Guimalodin Ebrahim. Bayan is from Camarines Norte while Ebrahim is a resident of Talitay town in Maguindanao.

The two were tagged as responsible for the distribution of shabu from Manila City to several parts of Mindanao. But since they were also selling large quantities of shabu in the southern part of Metro Manila, PDEG operatives were able to negotiate for a purchase of kilos of shabu on Saturday night.

Seized from them were eight kilos of shabu with a street value of P54.4 million.

The shabu supply distribution in the country has been traced to the involvement of convicted Chinese drug lords who are reportedly doing business while supposedly under tight watch of the prison guards.

The operation in Dasmariñas City at around 5 p.m. on Sunday, which led to the arrest of  Ranier Reboriano and Joshua Legazpi and confiscation of some three kilos of shabu further confirmed the intelligence reports under the Coplan Bloodstone.

“This police operation (in Cavite) stemmed from the COPLAN Bloodstone wherein Chinese PDLs (Person Deprived of Liberty) in cohorts with Filipinos and Muslims are reportedly engaged in the illegal drug trade in Regions 4A and NCR (National Capital Region),”” said Lee.

Earlier, PNP Chief Gen. Debold Sinas also disclosed that some convicted drug lords are also responsible for the distribution of shabu in Cebu and other parts of Central Visayas.

Lee said the three kilos of shabu seized in Cavite, with a street value of P20 million, were packed in green tea bags with Chinese characters—the same packaging of the illegal drugs that were seized in the past operations.  

The PNP has been at the forefront of the bloody drug war since President Duterte won the election on his campaign promise to end the illegal drugs trade in the country.

Duterte himself has admitted that he was surprised by how deep the illegal drugs trade in the country—the humiliating proof is the smuggling of tons of shabu right under the noses of supposedly incorruptible and strict former military and police officials which the President himself handpicked to lead the Bureau of Customs.

This despite the bloody drug war on the street level that has so far left more than 6,000 killed in police operations. Thousands more were killed by drug war-inspired vigilante-type of execution of suspected drug personalities.
