Tipster vs corruption may have to identify himself – Palace

Any tipster of corrupt activities in government may have to give his or her name to earn the incentive offered by President Duterte, Malacañang said Thursday.

Presidential spokesman Harry Roque said the government must be able to trace the informant especially if the information given leads to the capture of corrupt public servants.

Roque made the statement after the Office of the President (OP) teamed up with two telecommunications firms to launch the text service platform 8888 citizens' complaint hotline. Under the program, the public can simply text 8888 to raise their complaints about corruption and inefficient delivery of service free of charge.

"Matagal na pong gumagana ang 8888, ang bago lang po ngayon ay pupuwede nang mag-text. Dati kasi kinakailangan tumawag ‘no pero minsan talagang hindi enough ang linya, ngayon po text pupuwede na (The 8888 hotline has long been implemented but the latest now is you can send text messages. Before you had to call and sometimes there are not enough lines so now text messaging is now possible)," Roque said during a televised press briefing.

"Pupuwede kayong magpakilala, pupuwede kayong maging confidential informant. Pero kung ang habol ninyo po ay ang ayuda ay siyempre po kinakailangan ibigay ang inyong mga pangalan (You may identify yourself, you may become a confidential informant. But if you're after the reward, of course you have to give your name)," he added.

Once a person reports about a corruption complaint via 8888, Roque said the OP will forward such concern to the head of the government office for appropriate action. The complainant will then be given a locator number to get regular updates about the matter.

"At kung mayroon naman talagang basehan at napatunayan nga na dahil sa tip ay nakahuli tayo ng kurakot, iyan po ang importante, kinakailangan magpadala kayo ng inyong pangalan – hindi naman po iri-release iyan ng 8888 – just in case gusto ninyong makolekta ang reward (And if there is really basis and we caught a corrupt public servant due to the tip, that's important. You must give your name – 8888 won't release it – just in case you want to collect the reward)," he said.

“Eh kung wala po kasing trace kung sino kayo, hindi ninyo makukolekta iyong reward (Because if there is no trace of who you are, you cannot collect the reward)," Roque said.

Exasperated with rampant corruption in government, the President has offered a cash incentive of as much as P100,000 to any person who can give information on any anomalous activity in government and the people involved.

Duterte said those who will report corruption involving small contracts will be given P50,000 while those reporting on big contracts will be rewarded P100,000. Those who will report “petty graft” in government agencies may earn P10,000, according to the President.

Duterte has assured that informants may remain anonymous if they want, and vowed to ensure their protection. He pledged to "deal with the devil" if the informant complains about any harassment.
