The Kilusang Mayo Uno has expressed alarm over the alleged railroading of House Bill 7036 or the Security of Tenure Bill.

The group on Wednesday said congress passed the bill on second reading without amendments and interpellation.
In a statement, the KMU said the railroaded version of the Security of Tenure Bill circumvents the Labor Code by limiting the scope of labor-only-contracting, and in effect allows the unabated proliferation of contractual labor.
KMU said they want a genuine security of tenure that would guarantee regularization of all workers and not a bill that is a "misnomer, deceptive and dangerous” to workers.
"But in the House version of the bill, it allows sub-contracting and job-contracting of workers from the principal employer — a deviation from the essence of regularization of jobs which includes benefits as provided by our labor laws," Elmer Labor, chairperson of Kilusang Mayo Uno, said.
He said during the public hearing, amendments were submitted through the Makabayan lawmakers but all of them were overridden during the House Plenary Session.
According to KMU, passing this Security of Tenure Bill, especially at this time of a pandemic, would only "worsen the employment crisis in the country."
“What we wanted is a national law that will finally abolish Endo, totally ban labor-only-contracting, a law that guarantees tenurial rights by guaranteeing regular and decent work for all employees - this is the spirit of security of tenure,” Labog said.
KMU called on congress to consider the position of labor groups, and the dire situation of the workers in the country.
