Damage caused by typhoon Ulysses to infrastructure in Cagayan Valley has reached close to P4 billion, making it the most affected region in the country by the typhoon's onslaught.

The Department of Public Works and Highways updated its report submitted on November 20 stating that Bicol Region is the most ravaged region due to the typhoon with P3.3-billion cost of damage.
Latest data from the department showed that Bicol Region sustained P1.6-billion damage, behind Cagayan Valley with P3.9-billion damage and Region IV-A with P2-billion damage.
As of November 24, damage caused by the typhoon to roads, bridges, flood control structures, public buildings, including school buildings, reached P9.344 billion.
Meanwhile, closed roads due flooding caused by typhoon Ulysses are now down to one while four roads in Cagayan Valley, Central Luzon, Bicol Region, and Eastern Visayas have limited access due to mudflow, scoured bridge approaches, and damaged detour.
The Talisay-Laurel-Agoncillo unclassified road remains impassable due to flooding and carriageway settlement.
Motorists are told to take alternate routes instead. If coming from Municipalities of Agoncillo and Lemery going to Municipalities of Laurel and Talisay take Palico Balayan-Batangas City Road then Diokno Highway then right turn at Canyon Woods going to Laurel; If coming from
Municipalities of Laurel and Talisay going to Municipalities of Agoncillo & Lemery from Talisay?Laurel-Agoncillo Road turn right next to Municipal Building of Laurel going to Canyon Woods, then turn left to Diokno Highway, then Palico-Balayan-Batangas City Road.
The Rizal Section of the Jct. Logac-Lasam-Gagabutan Road in Sitio Masi, Barangay Talat, Rizal, Cagayan is not passable to heavy vehicles due to mudflow.
Labi Bridge along Nueva Ecija-Aurora Road, Barangay Labi, Bongabon, Nueva Ecija is closed to heavy vehicles due to the eroded bridge approach.
Three sections of the DM Jct -Legazpi Sto. Domingo -TabacoTiwi Cam Sur Bdry Road in Albay, including the Basud Bridge remain impassable to heavy vehicles due to scoured bridge approaches.
The Jaro-Dagami-Burauen-Lapaz Road, K0951+530, Binahaan River Spillway is also closed to four-wheel vehicles due to damaged detour. Motorists may take Pastrana-Dagami Road as an alternate route.
