Gov't to use military, police, LGUs in COVID vaccination drive -- Duterte

Apart from the military and the police, concerned local government units will be mobilized to help implement the government's orderly coronavirus vaccination drive, President Duterte said Monday.

In a televised address, the President said Interior and Local Government Secretary Eduardo Año must ensure that adequate manpower will be deployed to assist in the smooth distribution of the vaccines to target beneficiaries.

The vaccine distribution method was discussed by the President shortly after getting a report from concerned Cabinet members on the funding sources and the acquisition plan for the life-saving vaccines once they are available in the market.

"So, the next thing we would do is how to implement. You need manpower. Orderly sa police pero that would be under General Año. So, General Año should see to it that the manpower will be provided by the DILG (Department of Interior and Local Government) plus the police at saka ‘yung mga barangay. Marami ‘yan eh, barangay tanod, tapos the barangay council, the municipal mayor (It must be orderly so the police will be tapped but that would be under General Año. He should see to it that the manpower will be provided by the DILG plus the police and the barangays. There are many barangay officials, barangay council, the municipal mayor)," the President said during a meeting with several Cabinet members in Davao City Monday.

"Secretary Año is here and he knows that he will have to marshal the forces of the local government to implement the orderly (vaccine distribution). Kaya sabi ko pulis ang nandiyan para orderly, walang unahan (That's why I said the police will be there for an orderly process. No one will be getting ahead of the others)," he said.

Under the state's immunization plan, the government has identified P73.2 billion in funding sources to buy the coronavirus vaccines from suppliers abroad. The funds can secure vaccines for 60 million people at an estimated P1,200 per shot, according to Finance Secretary Carlo Dominguez III.

The country's finance chief, in the meeting with the President, said the funds may be sourced from multilateral agencies such as the World Bank and the Asian Development Bank, local sources such as Land Bank of the Philippines and Development Bank of the Philippines, as well as other bilateral sources.

At present, the government has started negotiations with three vaccine makers to secure the country's supply. The country's poor and vulnerable, soldiers, cops, health workers, and other essential workers in areas with the coronavirus outbreak will be given priority in the vaccination drive, according to vaccine czar Carlito Galvez Jr.

In his remarks Monday, the President reminded Galvez to prioritize the military and police in the vaccination, saying he wanted these "errand" men to be healthy.

"I need a healthy military and police kasi ‘pag magkasakit lahat ‘yan, wala na akong maasahan, wala na tayong mautusan kong gawin ‘to, gawin doon (because if they all get sick, I won't have anyone to rely on, no one to order to do this and that)," he said.

"As I have said, try to understand the police and the military. They are really the errand boy of the Republic. Kita naman ninyo ‘yung baha sa Luzon, several, nakita ninyo ‘yung military, Coast Guard, lahat na pumupunta na doon, pulis (You've seen the military, coast guard, policemen, and others rushed to help during the flooding in Luzon). And then they have to take care of the law and order situation," he added.
