Globe has issued a statement to clarify the DownDetector report, citing Metro Manila and the NCR have no network outages.
DownDetector is a crowdsourced platform. They collect data from various sources, including Twitter and reports to their website and mobile app. DownDetector's system then validates and analyzes these reports to allow real-time updates.
