'Ulysses' brings strong winds, heavy rainfall tonight in Metro Manila
Strong winds and heavy rainfall will continue to pound Metro Manila and several parts of Luzon tonight until tomorrow morning because of Typhoon Ulysses.
The Philippine Atmospheric, Geophysical, and Astronomical Services Administration (PAGASA) said in its Severe Weather Bulletin #16 at 8 p.m. that destructive winds and torrential rainfall will be experienced in the northern portion of Camarines Norte until tonight, while Aurora and the northern part of Quezon will experience these tonight until early Thursday morning. The rest of Northern Luzon will feel strong breeze to gale-force winds.
Typhoon Ulysses may reach its peak intensity of 140 to 155 kilometer per hour prior to landfall, reported PAGASA, although it may slightly weaken as it crosses mainland Luzon due to "frictional effects in the presence of the Sierra Madre and Zambales Mountain Ranges."
Even if it weakens, PAGASA said Ulysses is likely to remain a typhoon throughout its range. It is currently moving West Southwestward at 15 kilometer per hour, with maximum sustained winds of 140 kilometer per hour near the center and gutsiness of up to 195 kilometer per hour.
As Typhoon Ulysses passes through the country, heavy to intense rainfall will affect Camarines Norte, Camarines Sur, Metro Manila, CALABARZON, Aurora, Bulacan, Pampanga, and Bataan.
Moderate to heavy with at times intense rains will tackle the Cordillera Administrative Region, mainland Cagayan Valley, Catanduanes, Marinduque, the northern portion of Mindoro Provinces, and the rest of Central Luzon. On the other hand, light to moderate with at times heavy rains will be felt by the rest of Luzon and Visayas.
PAGASA said that "destructive typhoon-force winds" will be felt in areas that are under Signal No. 3, such as Metro Manila. Those under Signal No. 2 will experience "damaging gale-to-storm-force winds." Finally, strong breeze to near gale conditions will be experienced by areas placed under Signal No. 1. Strong breeze will to gale-force winds will be felt by the rest of Northern Luzon.
PAGASA warned that flooding, including flashfloods, rain-induced landslides, and sediment-laden streamflows or "lahar" may occur should heavy or prolonged rainfall persist in areas that are highly susceptible to hazards.
PAGASA Regional Services Divisions have been tasked to issue local thunderstorm or rainfall advisories and heavy rainfall warnings, while the Hydrometeorology Division and River Basin Flood Forecasting and Warning Centers were directed to issue General Flood Advisories and Basin Flood Bulletins.
PAGASA likewise warned of a high risk of storm surge with heights of up to 3.0 meters over the coastal areas of Aurora, Quezon including Polillo Islands, Camarines Norte, Catanduanes, and the northern and eastern coastal areas of Camarines Sur, and up to 2.0 meters over the coastal areas of La Union, Pangasinan, Isabela, Zambales, Bataan, Pampanga, Bulacan, Metro Manila, Cavite, Batangas, northern portions of Mindoro Provinces including Lubang Island, Marinduque, Romblon, Masbate including Ticao and Burias Islands, Albay, and Sorsogon, and the remaining coastal areas of Camarines Sur.
"These storm surges, which may be accompanied by swells and/or breaking waves near the coast, can cause life-threatening and damaging coastal inundation. Moreover, there is also a moderate risk of seiche or storm surge over the coastal areas surrounding Laguna de Bay," the bulletin stated.
