Solon wants 'Bayanihan 2-style' law to revive Marawi

A "Bayanihan 2"-style measure to help Marawi City get back on its feet.

That's what House Mindanao Affairs Committee chairman, Lanao del Norte 1st district Rep. Khalid Dimaporo pitched to his colleagues Tuesday during a virtual hearing of the panel.

To be used as draft measure, he said, was the substitute bill of House Bill (HB) No.7503, or the proposed Act Mandating the Task Force Bangon Marawi to provide monetary compensation for the loss or destruction of residential and commercial properties as a result of the Marawi siege.

It was May 23, 2017 when an estimated 1,000 ISIS-inspired Maute Group terrorists occupied Marawi City in Lanao del Sur. The military and police took five months to drive out the enemy, with the extensive shelling and bombing leaving the Islamic city in ruins. 

Although rehabilitation works are ongoing, Dimaporo expressed worries Tuesday over the supposed lack of an economic recovery plan for the bombed out city.

"After the rehab is completed, there is really no economic recovery program of the national government. And the area that was bombarded was the commercial center of Marawi City. So I'd like to propose that we take opportunity of this House Bill and we amend it so that it can be like a mini-'Bayanihan 2 Act' for Marawi City," he said.

The Bayanihan 2--also known as the "Bayanihan to Recover as One Act"--is a P165-billion stimulus package designed to prop up the sectors that were heavily affected by the COVID pandemic-triggered economic slump.

But instead of Task Force Bangon Marawi, the Lanao lawmaker suggested tapping the Mindanao Development Authority (MinDA) as the lead agency for endeavor.

Agreeing with Dimaporo's proposal, Anak Mindanao Party-List Rep. Amihilda Sangcopan moved to have the substitute bill renamed to an Act "Mandating the Mindanao Development Authority to provide monetary compensation for the loss or destruction of residential and commercial properties as a result of the Marawi siege."

As for the details of the measure, Dimaporo said: "Let's tackle it in the next hearing."

MinDA is chaired by former Agriculture secretary and Cotabato governor, Manny Piñol. The MinDA representative during the Tuesday hearing, Asec. Romeo Montenegro, didn't object to Dimaporo's proposal.

A key provision of the original HB No.7503, authored by Dimaporo himself, was the creation of a "Compensation Subcommittee" that would process claims in line with the spirit of Republic Act (RA) No.10368 or the Human Rights Victims Reparation and Recognition Act of 2013.

The Compensation Subcommittee will be co-chaired by the Commission on Human Rights and the Bangsamoro Human Rights Commission.

The Dimaporo bill also acknowledged the Marawi folks' "disgruntlement" over the "marginal accomplishment" of Task Force Bangon Marawi more than three years after the siege.
