P1,000 birthday gift for PWDs proposed

Magdalo partylist Rep. Manuel Cabochan has filed a measure seeking to grant a P1,000 birthday cash gift to registered persons with disabilities (PWDs) to help ease their financial burden.

Under House Bill No. 7907 or the "Birthday Cash Gift (BCG) for PWDs", he called on the government to extend social protection  measures to PWDs such as the grant of birthday cash gifts. 

“PWDs remain as one of the most vulnerable sectors of the society. Given the high percentage of persons with a disability, there is a need for more social protection measures to be granted to them,” Cabochan said. 

“Moreover, PWDs continue to bear exorbitant expenses because of their conditions,” he said. 

The partylist lawmaker said his proposed birthday cash grant will serve as the government’s expression of support to PWDs as valuable members of society.

HB No. 7907  grants birthday cash grant to PWDs who are Filipino citizens as provided by Republic Act No. 7277, also known as the Magna Carta for Persons with Disabilities. 

Grant beneficiaries must be registered voter in their locality, or registered with the Persons with Disability Affairs Office in their local registry, the measure provides. 

The bill provides that the birthday cash gift shall be released to the registered PWD or to his guardian or attorney-in-fact within the month of his birthday.

Cabochan’s measure penalizes any private persons or juridical entity who impersonates the registered PWDs or its representative with a fine ranging from P10,000 to P20,000 without prejudice to any separate, civil, administrative or criminal charge that may be brought against the person. 

Cabochan said under his bill, the Department of Social Welfare and Development (DSWD), in coordination of concerned Persons with Disabilities Affairs Office or its relative counterpart is authorized to conduct an investigation in case 

the benefit was granted to the wrong person. The DSWD may also recommend administrative sanctions against erring public officials and/or employees in the distribution of the BCG.

The measure tasks the DSWD to promulgate the implementing rules and regulations of the proposed Act.
