Muntinlupa City bans karaoke, videoke on weekdays; eases curfew hours

Residents of Muntinlupa City need to wait until the weekend before they can perform Frank Sinatra’s “My Way” using videoke and karaoke machines.

This is because the Muntinlupa City government has issued a new ordinance banning the use of the machines during weekdays to prevent unnecessary noise that will disturb communities, especially students who are now attending online classes because of the coronavirus disease (COVID-19) pandemic.

Under Ordinance 2020-142 signed by Mayor Jaime Fresnedi after being passed by the Muntinlupa City Council, the use of karaoke, videoke, and other similar devices that cause noise pollution in the community will only be allowed in the city from 6 a.m. to 10 p.m. on Saturdays and 6 a.m. to 8 p.m. on Sundays.

Community, under the ordinance, “refers to residential buildings and places with human inhabitants, including nearby areas, which may be affected or reached by noise pollution.”

Exempted from the ordinance are public announcements made by local and national government agencies using sound-producing machines and devices.

Anyone found violating the ordinance will be fined P2,000 to P5,000, or jailed up to 30 days, or both. The new local law will be implemented by the Philippine National Police-Muntinlupa, Public Order and Security Office, City Security Office, barangay captains and their personnel, and other persons designated by the mayor.

The Muntinlupa City government provided the first batch of 2,557 laptops and 28 photocopiers for public school teachers in a bid to help them adapt to distance learning.

In addition, the Muntinlupa City Council passed an ordinance imposing relaxed curfew hours in the city from midnight to 4 a.m. until Nov. 30 and midnight to 3 a.m. from Dec. 1 onwards during the community quarantine.

The City Council also approved the easing of age-based stay-at-home restrictions to allow persons who are at least 18 and not over 65 years old in Muntinlupa to go out of their residence unless expressly prohibited under the national and local issuances.

Muntinlupa’s active COVID-19 cases have further decreased to 54 as of Oct. 27 from 84 on Oct. 20. The city has 4,615 confirmed cases, including 4,411 who have recovered, and 150 deaths.
