DAVAO CITY - The Bangsamoro government launched its Marawi Rehabilitation Program (MRP) on Monday, October 26, in a bid to speed up the reconstruction, recovery and rehabilitation of Marawi City.

In a statement on Tuesday, the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) government said it has also allotted a P500-million fund for the program.

"MRP covers all of the BARMM’s plans and actions for the city’s rehab which are based on the approved committee report made by the Bangsamoro Transitions Authority’s (BTA) Special Committee on Marawi (SCM)," it said.

The committee report was the output of "various public hearings, consultations, field visitations, and documentary examinations.”

The 29-member SCM, led by Deputy Chief Minister Ali Solaiman as chairperson, and vice-chaired by BTA members Anna Tarhata Basman, Hamid Aminoddin Barra, and Abdullah Macapaar, was created in September 2019. The committee was tasked  "to look into the progress of the government’s interventions to Marawi’s rehab."

BARMM Chief Minister Ahod Ebrahim issued Memorandum Circular No. 003 for the creation of a Program Steering Committee (PSC) that will "serve as the policy-making body and overseer of the program."

In his statement during the launching, Ebrahim said the road to the rehabilitation of Marawi City is not easy but he assured the residents that the Bangsamoro Government "has not stopped listening to the calls of our M'ranao brothers and sisters."

"We thank the Parliament through the Special Committee on Marawi who (paved the way) for this process. Through their multiple public consultations, a report that outlines what the displaced really need has been submitted to us. And now the Bangsamoro Government is heeding your call," Ebrahim said.

"Alam natin na ang nasabing rehabilitasyon ay nasa kamay pa rin ng national government. Ngunit sinisigurado natin na nakatutok ang Pamahalaang Bangsamoro sa nasabing usapin at mag-aaabot ng lahat ng kinakailangang tulong o suporta upang maisaayos ang Lungsod ng Marawi. Katunayan, nakapaloob mismo sa Bangsamoro Organic Law na kinakailangan ang patuloy na pagbibigay pondo ng national government sa Task Force Bangon Marawi upang maisagawa nito ang kanilang mandato," Ebrahim said.

The Bangsamoro Government also held a ground breaking ceremony for the 150 units of permanent shelters for the displaced residents
Ebrahim said their immediate plans include the sufficient water supply in shelters and the Most Affected Areas.

"We will also design a program for home-based IDPs who, in many ways, have been overlooked by responsible agencies," Ebrahim added.

The BARMM government also led the ground breaking ceremony for the construction of 150 units of permanent shelters for the internally residents persons in Marawi. The permanent shelters include 100 units to be built in Barangay Mipaga  and 50 units in Barangay Patani.
