More businesses allowed to operate 100 percent; enhanced COVID-19 response strategy adopted

Malacañang announced that more businesses in areas under the general community quarantine (GCQ) will be allowed to operate at 100 percent capacity to help in the reopening of the economy amid the COVID-19 pandemic.

Presidential spokesman Harry Roque made the statement after the Inter-agency Task Force (IATF) for the Management of Emerging Infectious Diseases approved the recommendation of the Economic Development Cluster to improve the management of COVID-19 risks in the country.

In his Monday presser which was held in Boracay, Roque said the IATF has approved the further gradual reopening of the economy in increments proportional to the healthcare capacity of the country.

The following sectors will be allowed to operate at 100 percent capacity starting this month:

· Mining and Quarrying (domestic)

· Other financial services (e.g., money exchange, insurance, reinsurance, lending companies, and non-compulsory pension funding)

· Legal and Accounting

· Management Consultancy Activities

· Architecture and Engineering Activities; Technical Testing and Analysis

· Scientific and Research Development

· Advertising and Market Research

· Computer programming, information service activities, and other related activities

· Publishing and printing services

· Film, music, and TV production

· Recruitment and placement agencies for overseas employment

· Other services such as photography services; fashion, industrial, graphic, and interior

· Wholesale and retail trade of motor vehicles, motorcycles, and bicycles, including their parts and components

· Repair and maintenance of motor vehicles, motorcycles, and bicycles

· Malls and commercial centers (non-leisure only), subject further to pertinent guidelines issued by the Department of Trade and Industry (DTI)

· All other public and private construction projects, subject further to strict compliance with the issued construction safety guidelines

Other non-leisure establishments allowed to operate at 100 percent capacity are:

· Hardware stores

· Clothing and accessories

· Bookstores and school and office supplies stores

· Baby or infant care supplies stores

· Pet shops, pet food, and pet care supplies

· IT, communications, and electronic equipment

· Flower, jewelry, novelty, antique, perfume shops

· Toy store (playgrounds and amusement area closed)

· Music stores

· Art galleries (selling only)

· Firearms and ammunition trading establishment

However, the following establishments will continue to operate at limited capacity:

· Barbershops and salons at a maximum of 75 percent operational capacity

· Dine-in services of restaurants and fast-food at more than 50 percent operational capacity for up to 24 hours as long as physical distancing measures are observed

Enhanced response strategy

Meanwhile, Roque said the IATF likewise approved the recommendation to further enhance the approved Prevent, Detect, Isolate, Treat, Recover Strategy of the National Task Force (NTF) Against COVID-19.

The Palace official said the NTF will continue to pursue the improvement of hospital care capacity.

The body will further reopen public transportation to allow workers to go to work. However, minimum health standards should be strictly followed.

The NTF will also maintain the current community quarantine classifications of provinces, highly urbanized cities, and independent component cities with the stricter implementation and observance of the health and safety protocols.

Roque said the escalation of community quarantine levels will now be treated as the last resort to address the rising COVID-19 situation in the different local governments.
