Pasay City Mayor Emi Calixto-Rubiano ordered the immediate closure of two high-end KTV bars for violating health protocols amid the coronavirus pandemic.

Rubiano said that Matrix Club and 78 Club both located along Hobbies of Asia, Macapagal Boulevard, Pasay City were raided by the police at about 11:30 p.m. Friday (Oct. 2) after receiving a call about health protocol, curfew and liquor ban violations.
Rubiano said 97 individuals – 27 foreigners, two Filipinos and the 68 KTV bar employees were apprehended in the raid and slapped with a P1,000 fine each for violating city ordinances on wearing face masks, face shields, curfew hour and serving/selling liquor from 8:00 a.m. to 6:00 p.m.
Rubiano said under the liquor ban ordinance, restaurants and other establishments are allowed to serve only two bottles of liquor. All KTV bars, including clubs are still not allowed to operate under the general community quarantine (GCQ).
The mayor said the foreigners were partying when the police swooped down on the KTV bars while security guards and other bar employees were not wearing face mask or face shield.
