BI arrests 2 foreign fugitives

The Bureau of Immigration (BI) announced the arrest of two foreign fugitives from the United States (US) and South Korea.

Bobby Raquepo, head of BI’s Fugitive Search Unit, said Xavier Fernando Monroy, 63, was nabbed in Angeles City, Pampanga in a joint operation with the Presidential Anti-Corruption Commission, Philippine National Police and US authorities.

Monroy has an outstanding warrant of arrest issued by the United States District Court of Columbia last May for Conspiracy, Bribery, False Statements, and Obstruction of Justice.

Records showed that Monroy was a former high ranking official of the US Navy, being the Director for Operations of the US Navy’s Military Sealift Command before he reportedly escaped to the Philippines.

Raquepo said Korean national Kim Junghwan, 41, was also arrested in Angeles City in a joint operation with the Criminal Investigation and Detection Group and Korean authorities.

Reports revealed that Kim is the subject of a deportation order issued in 2019 for being an undesirable alien.

Kim reportedly has an outstanding warrant of arrest issued by the Suwon District Court Republic of Korea, and is considered a fugitive of justice by the Interpol for importing and trading psychotropic substances in violation of Korea’s Narcotics Control Act.

Kim was reported to have smuggled 167 grams of Methamphetamine to Seoul from a seller based in the Philippines via international courier service.

He was also issued two other arrest warrants in violation of Korea’s Narcotics Control Act.

Their respective governments have likewise cancelled their passports, making both undocumented aliens subject of deportation from the Philippines.

Both will be temporarily detained at the BI Warden Facility in Bicutan, Taguig.
