The Department of Social Welfare and Development (DSWD) said its four partner-financial service providers in the National Capital Region (NCR) have recorded some 853,000 cases of “failed" transactional accounts during the second phase implementation of the Social Amelioration Program (SAP) after the beneficiaries supplied conflicting information, like their first and last names, and mobile numbers.
This was disclosed by DSWD Undersecretary Rene Glen Paje in a virtual press briefing after he was asked about the reason why the SAP 2 distribution through digital payout has yet to be completed, particularly in Metro Manila which has internet access.
"Ayon sa ating ulat, nagkaroon ng mga failed transactions ang ating mga financial service providers (Based on the report, our financial service providers had failed transactions),” he told reporters.
“Sa NCR po ay mayroong mahigit kumulang 853,000 na kaso ng failed transactional accounts. (In the NCR, there are more or less 853,000 cases of failed transactional accounts.)."
He said among the reasons for failed transactions are the following: the names of the beneficiaries given in their mobile wallet registration and in the payroll are different; duplication of mobile numbers or failure to provide their cellphone numbers.
“Kasunod po dito ang hindi magkatugmang first and last names. Halimbawa ang nakalagay sa registration sa mobile wallet ay Juan D. Cruz habang ang nasa payroll naman ay Ana D. Cruz,” Paje explained.
(In addition to this is the conflicting first and last name. For example, what was put in the mobile wallet registration is Juan D. Cruz, while in the payroll, it’s Ana D. Cruz.)
He said the beneficiaries also supplied conflicting mobile numbers, SAP ID, and middle names.
Paje said the bulk of the 853,000 recorded failed transactional accounts was from GCash, numbering to over 660,000, followed by PayMaya with 111,000.
While, UnionBank and Robinsons Bank recorded more than 60,000 and over 20,000 failed transactions, respectively, he said.
The DSWD official said they are closely coordinating with the FSPs and the local government units (LGUs) to correct the information needed to facilitate the immediate distribution of cash subsidy to the beneficiaries.
He said once the correct personal information of the SAP beneficiaries is collected, their transactional accounts will then be processed again.
On June 30, 2020, the DSWD signed a memorandum of agreement (MOA) with the Land Bank of the Philippines (LBP) and six FSPs identified by the Bangko Sentral Pilipinas (BSP) for the digital electronic disbursement of cash aid.
The two other FSPs are are RCBC, and Starpay.
Citing the DSWD’s latest SAP monitoring report, as of Sept. 16, around 13, 857, 845 beneficiaries have received their entitled subsidy as provided under the already-lapsed Republic Act No. 11469 or the Bayanihan to Heal As One Act. Of the total number, 242, 453 SAP 2 recipients are public transport drivers.
The list of latest recipients of the SAP 2 aid also include 1,387,021 beneficiaries of Pantawid Pamilyang Pilipino Program (4Ps); 5,977,484 low-income, and non-4Ps recipients; 3,279, 240 “waitlisted”, low-income, and non-4Ps households nationwide; and 1,827, 939 “waitlisted” beneficiaries from ECQ areas.
Based on the latest DSWD’s SAP monitoring report, the amount of disbursed SAP subsidy totals P82, 727, 767, 650.
The 11 areas covered by SAP 2 are Region III (Central Luzon) , except Aurora province, the NCR; Region IV-A (CALABARZON) ; Benguet; Pangasinan; Iloilo; Cebu Province; Bacolod City; Davao City, Albay province and Zamboanga City.
