Bayanihan 2 law to provide 'three-gives' payment scheme for utility dues
The "Bayanihan to Recover as Heal as One" Act" will also be providing Filipinos relief in paying their utility dues during the strict lockdowns imposed amid the COVID-19 pandemic, Senator Francis Tolentino said.

Tolentino on Monday lauded the inclusion of his proposed "three-gives" payment scheme in the Bayanihan 2 law which was signed last week by President Duterte. He earlier filed his own "Three-Gives Bill".
"We thank President Duterte for including our ‘three-gives’ proposal, which will unburden many Filipino consumers in the payment of their bills, especially during this time," Tolentino said in a statement.
He said the law "would definitely help affected sectors to recover from the effects of the global coronavirus pandemic".
Under the Bayanihan 2, electric, water, telecommunications and other similar utilities are mandated to provide a minimum of 30-day grace period for the payment of bills due within the period of enhanced community quarantine (ECQ) or modified enhanced community quarantine (MECQ), "without incurring interests, penalties, and other charges."
After the grace period, residential occupants as well as micro, small and medium enterprises (MSMEs) that were affected by work and operation stoppages and closures, may settle their unpaid bills in three monthly installment, also without penalties, interest and other charges.
The 30-day grace period and zero-interest staggered payments shall also apply in the entire electric power value chain to include generation companies, the transmission utility, and distribution utilities.
Tolentino said they are given a month-long grace period within the period of the community quarantine to settle their obligations. The amount due within the period will be amortized in equal monthly installments until December 31, 2020, still without any interests, penalties and other charges.
