Malacañang believes that former police officer Cezar Mancao II will be an asset to the Department of Information and Communications Technology (DICT) as they confirm his appointment to the agency Wednesday evening.

(JOEY DALUMPINES/PRESIDENTIAL PHOTO / MANILA BULLETIN) In a statement, Presidential spokesman Harry Roque confirmed that Mancao was appointed as Executive Director V of the Cybercrime Investigation and Coordination Center (CICC) of the DICT. Roque said the Palace is confident that Mancao will do a good job in his new post. "We are confident that Mr. Mancao’s professional credentials would contribute in cybercrime prevention in the country," he said. "We wish him good luck in his new assignment," he added. The CICC, created under the Cybercrime Prevention Act of 2010, is tasked to formulate a national security plan. It also coordinates the preparation of appropriate and effective measures to prevent and suppress cybercrimes. The said office is also in charge of monitoring cybercrime cases. It likewise facilitates international cooperation on intelligence, investigations, training, and capacity building related to cybercrime prevention, suppression, and prosecution. Mancao was among those who were charged for the killing of publicist Salvador "Bubby" Dacer and driver Emmanuel Corbito in November 2000. His co-accused, Senator Panfilo Lacson, was cleared of the charges. He was also a member of the Presidential Anti-Organized Crime Task Force during the Estrada Administration.
