PNP plan to monitor social media for quarantine violations questioned
A human rights group has questioned the plan of the Philippine National Police to monitor social media activities to apprehend violators of community quarantine protocols.

“How exactly does the police plan to monitor social media for supposed quarantine violations?” Karapatan Secretary General Cristina Palabay said.
“Who will they seek monitor in the first place? Unless they start with the pasaway (stubborn) from their own ranks,” she added.
Palabay said police surveillance of social media to penalize quarantine violators has no legal basis under the Bayanihan to Heal As One Act and international human rights laws.
The group said that this move is “nothing more than an insidious cover for online policing and mass surveillance.”
The Joint Task Force (JTF) COVID Shield had earlier ordered police commanders to regularly monitor Facebook and other social media platforms that contain photos and videos of quarantine violations. Among these are drinking sessions, parties, and other mass gatherings that violate the prohibition on such gatherings.
Police Lt. Gen. Guillermo Eleazar, commander of the JTF COVID Shield, later clarified police monitoring will be only limited to public posts, viral photos or videos, and complaints reported by concerned citizens.
