Rule of succession applies if next PNP Chief is not announced -- Banac
The Philippine National Police (PNP) would implement its rule of succession if no replacement would be appointed once General Archie Gamboa retires on September 2.
That means that Lt. Gen. Camilo Pancratius Cascolan would take charge as the Officer-In-Charge of the PNP, being the second highest police official as he is the Deputy Chief for Administration, according to PNP spokesman Brig. Gen. Bernard Banac.

Cascolan, however, was among those recommended to replace Gamboa despite having only two months left in the police service. He is set to retire on Nov. 10.
If appointed, he would be the 4th member of the Philippine Military Academy (PMA) Class 1986 to hold the top police post after now Sen. Ronald dela Rosa, Oscar Albayalde and Gamboa.
“If no replacement is named and under the rule of succession, General Cascolan would take over. He would be the caretaker or OIC,” said Banac.
Gamboa himself acted as OIC for a few months due to the abrupt retirement of his mistah, Albayalde, before he was appointed as PNP Chief.
Banac said everything was already prepared for the retirement honors for Gamboa on Sept. 2. If a replacement is appointed, he said the retirement honors would come with a turnover ceremony.
But Banac said they are not also discounting the possibility that Gamboa may be extended similar to what happened to his classmate, dela Rosa, whose tour of duty as PNP Chief was extended for three months.
“That could be a possibility because of the pandemic. But the decision still lies on President Duterte, being our Commander-In-Chief,” said Banac.
Aside from Cascolan, also recommended to replace Gamboa are Lt. Gen. Guillermo Lorenzo Eleazar, the No. 3 man as Deputy Chief for Operations; and Lt. Gen. Cesar Hawthorne Binag, the No. 4 man being the Chief, Directorial Staff.
Both Eleazar and Binag are from PMA Class 1987.
