Gov't allots P1.2 B for cybersecurity in 2021 budget

The government is committed to protect the data and privacy of people, including the coronavirus patients, as more transactions take place online during coronavirus pandemic.

President Duterte said the government has set aside P1.2 billion for cybersecurity efforts, including running after online scammers, under the proposed 2021 national budget.

The budget proposal, which aims to aid sectors affected by the pandemic and facilitate economic recovery, has been submitted by the Department of Budget and Management to Congress.

"My administration is committed to protect the digital privacy and take action against criminal minds exploiting the Internet and the pandemic for personal gain by means of online fraud, phishing, and other forms of cybercrime," the President said in his budget message to Congress.

"We will also strive to safeguard sensitive personal information of suspected, probable, and confirmed COVID-19 patients to protect them from threats and unlawful discrimination," he added.

Under the 2021 budget measure, the President said Department of Information and Communications Technology (DICT) will get P1 billion "to sustain its cybersecurity efforts and ensure the confidentiality of sensitive information of our government, businesses and individuals."

Around P215 million will be provided for the National Privacy Commission to enforce the Data Privacy Act of 2021 to secure the personal data and information of citizens while supporting government response and innovations on combating COVID-19.

The Department of Justice will also allocate P23 million for its anti-cybercrime enforcement program, according to the President.

The government will press ahead with its digital transformation next year.

In the 2021 budget proposal, the President said P21.4 billion will be used for the Medium-Term Information and Communications Technology Harmonization Initiative to ensure interoperability of the government's ICT resources and programs.

Around P7.6 billion will also fund the ICT requirements for telecommunications infrastructure "to aid in the shift to e-governance post-pandemic.” The amount includes P2.4 billion for free Internet WiFi access connectivity in public places project of DICT, P2.1 billion for the national government data center, P903 million for the national broadband plan, and P197 million for national government portal.

"Leveraging ICT will help us improve coordination been essential stakeholders, make sound and data-based policy decisions in responding to the threats of COVID-19, deliver critical services to our citizens complaint to health and safety protocols, and keep the economy running,” Duterte said.

Duterte said the government is also taking steps to digitize the tax system to provide convenient, faster, and more transparent services to the public. At least P1.4 billion will be used to sustain and expand the Bureau of Internal Revenue's ICT programs and projects and development new systems to improve revenue collection next year.
