Governors reject call for 'revolutionary government'

The League of Provinces of the Philippines (LPP) has expressed its opposition to a move to establish a revolutionary government to pave the way for federalism in the country.

Former Supreme Court Associate Justice Presbitero J. Velasco Jr., governor of Marinduque and LPP president, said there are constitutional means by which the form of government may be changed.

“If the goal is to set up a federal form of government, the preliminary and vital step to take is to strengthen first the local government units (LGUs) by granting greater autonomy through the immediate transfer and devolution of powers and resources guaranteed by the Constitution and the Local Government Code” he said in a press statement.

“If there are weak provinces that will compose the regions, federalism will fail. A shortcut by installing a revolutionary government will only create bigger problems and unnecessarily disrupt efforts to win the war against the deadly COVID-19,” Velasco said in behalf of LPP.

LPP’s opposition was aired after a group called MRRD-NECC or Mayor Rodrigo Roa Duterte-National Executive Coordinating Committee assembled last August 22 at the Clark Freeport in Pampanga to push for the establishment of a revolutionary government to be headed by President Duterte until the end of his term in 2022 to usher in a new charter.

“An adventurist attempt at a revolutionary government might give the illusion that it is the solution to the problem but it will only aggravate the problem by creating anarchy and destabilization,” Velasco said.

At the same time, Velasco said the LPP “stands firmly behind President Duterte who enjoys the full trust and confidence of the governors who have been closely working with the Inter-Agency Task Force for the Management of Emerging Infectious Disease and the different national government agencies (NGAs) to stamp out COVID-19 and revive the economy within the legal framework.”

He pointed that the Bayanihan to Recover as One Act or Bayaniha 2, once signed by the President, will provide the much needed boost to win the war against COVID-19  and “pump-prime the economy. Sacrifice, unity, discipline and perseverance are the ingredients to ensure victory from the worst catastrophe that hit the country.”
