'Let wheels of justice turn,' Roque counsels AFP chief
Malacañang told Armed Forces of the Philippines (AFP) chief-of-staff Lt. Gen. Gilbert Gapay to let the wheels of justice turn for the death of four soldiers in the hands of the police in Jolo almost two months ago.

Presidential spokesman Harry Roque made the statement after Gapay expressed dismay that no charges have been filed in court against the members of the Philippine National Police (PNP) who were involved in the killing of the four soldiers.
In his Thursday presser, Roque reassured Gapay with President Duterte's promise that the slain soldiers will get the justice they deserve.
"Nangako na po no less than the President, magkakaroon po ng katarungan sa kasong ito (The President has made his promise that justice will be served in this case)," he said.
According to Roque, Gapay should allow the process to proceed, especially after the probe of the National Bureau of Investigation (NBI) was consistent with the AFP's claim that the incident was a rubout.
He explained that it will take a maximum of 90 days before the fiscal can resolve the case since it underwent regular preliminary investigation.
"The crime was committed in the presence of a police officer. Dumaan po ito sa (It underwent a) regular preliminary investigation… 'Yan naman po ay statutory right ng mga akusado (That is the statutory right of every accused), " he said.
"Hindi po ito dumaan sa inquest kasi wala naman po ang mga fiscal o police investigators noong pangyayaring iyon (It did not undergo inquest proceedings because there were no fiscal or police investigators in the scene)," he added.
On July 3, President Duterte himself asked the soldiers to remain calm as the NBI looked into the "misencounter" between soldiers and the police that resulted in the death of four of their colleagues.
The President urged soldiers to take the high road and calm down as he assured soldiers that justice will be served. Until then, he promised to stay neutral.
"The ship of state is sailing. Hindi naman typhoon (It's not a typhoon), but a little bit of turbulent water. Nandito ako para manghingi ng tulong sa into (I'm here to ask for your help)---help me make the waters calm," Duterte said.
"Mag-neutral na lang ako sa salita ko (I will be neutral). misgivings about the whole thing. But pending the release, pending the invitation of the NBI, we all must just keep our silence," he added.
