DSWD starts payout 2nd tranche of SAP in Cebu through FSPs

CEBU CITY -- The Department of Social Welfare and Development (DSWD), in partnership with the financial service providers (FSPs), started to payout the second tranche of the Social Amelioration Program (SAP) to beneficiaries in Madridejos, Carmen, Santa Fe, Borbon, Daanbantayan, Tudela and San Remigio, all in Cebu province.

According to DSWD-7 Information Officer Leah Quintana, the Bangko Sentral ng Pilipinas (BSP)-regulated financial institutions authorized to offer transaction accounts for SAP in Central Visayas region were Starpay, RCBC, PayMaya and Unionbank.

Quintana bared that beneficiaries in Madridejos and Carmen were the first to receive the emergency cash subsidy through digital payment conducted by RCBC with its cash-out partner center, the Gemmary Pawnshop.   As of August 6, they were able to release payout to 2,213 families in Madridejos, and 2,434 families in Carmen.

Another FSP Starpay is currently conducting the payout with its cash-out partners M Lhuillier, Cebuana Lhuillier Pawnshop and Gemmary Pawnshop in the towns of Santa Fe, Borbon, Daanbantayan, Tudela and San Remigio, Quintana added.

According to Quintana, the FSPs were identified through the technical assistance of the BSP, which has the expertise on digitization, as well as enabling policies and regulatory environment for financial inclusion and digital payments.

For Cebu City beneficiaries, the FSP partner PayMaya encourages them to download the PayMaya app through the link https://official.paymaya.com/CAK1/f5cf02c and register the mobile number that was indicated in their Social Amelioration Card (SAC), Quintana bared.

After the online registration, Quintana said that SAP beneficiaries should click the DSWD banner in the home screen and answer the DSWD Verification form. The information should be the same with the information indicated in the SAC of the beneficiaries.

They will receive a confirmation SMS on the SAP grant voucher in PayMaya. The cash aid can be used to pay electric bills, to buy mobile load or to pay items in the grocery. They can claim the cash through identified Smart Padala agents.
