BIR advises taxpayers under MECQ to transact at nearest authorized banks


The Bureau of Internal Revenue (BIR) advised taxpayers in Metro Manila and four adjacent provinces which are under the modified enhanced community quarantine (MECQ) to file returns and pay taxes at the nearest revenue district office (RDO), or branch of authorized agent bank (AAB).

BIR Commissioner Caesar Dulay said in Revenue Memorandum Circular No. 79-2020 that this filing and payment system will remain in place in the metropolis, Bulacan, Cavite, Rizal and Laguna until the MECQ is lifted.

A similar schedule is also applied for taxpayers in Cebu which is also under MECQ.

In a separate directive, the BIR chief asked AABs to accept these "out-of-district returns" without imposing penalties.

Likewise, the circular also allowed taxpayers to file returns and pay the corresponding taxes with the nearest revenue collection officer (RCO) of the RDO.

 RCO is authorized to accept cash payment of not more than P20,000 and check regardless of the amount.

Taxpayers covered by the electronic Filing and Payment System shall continue to settle their tax liabilities with the AAB where they are enrolled.

Others who will use the eBIRForms can access the electronic payment facilities of selected AABs through the BIR website (www.bir.gov.ph), clicking ePay icon and using their deposits, credit and debit cards.

Taxpayers can also avail of the mobile payment offered by GCash and PayMaya.
