Pasay City Mayor Emi Calixto-Rubiano has ordered the strict implementation of and issuance of new and uniform quarantine passes to reduce the movements of the city residents outside their residences after President Duterte reverted Metro Manila back to modified enhanced community quarantine (MECQ).

Rubiano also came out with an order issuing a working pass to employees allowed to work under the Inter-Agency Task Force (IATF) guidelines.

“Inatasan ko na si Liga ng mga Barangay president Councilor Julie Gonzales na i-coordinate ito agad sa pamunuan ng lahat ng 201 barangay ng Pasay, ipabatid at ipapatupad ito sa mga residente,” (I already ordered Liga ng mga Barangay president Councilor Julie Gonzales to coordinate with the leaders of all 201 barangays in Pasay City to inform and implement this among the residents), Rubiano said on Tuesday (Aug. 4).

Based on Rubiano's directive, one quarantine pass shall be issued to each household, for the use of one household member who will serve as the only person allowed to leave their residence to buy food, medicine, and other essential needs.

The mayor said those applying for the new quarantine pass must bring one valid identification card, a 1x1 photo, and their old quarantine pass to their barangay, which will check their Registry of Barangay Inhabitants before issuing a quarantine pass.

For those applying for a working pass, Rubiano said the applicants must show their company identification card and certificate of employment.

Rubiano said  those applying for a working permit but were placed under "person under monitoring" status or 14-days quarantine must show the certificate issued by the barangay that they have completed the 14-days quarantine period, a health certificate,  and certification coming from the employer that they are needed at work. She also said the barangay will check to see if the applicant's employer is allowed to operate under MECQ based on the guidelines issued by the IATF.
