Odd-even scheme to be implemented in Manila during MECQ using old quarantine passes
The Manila city government will use the previously issued quarantine passes to implement an odd-even scheme on who will be allowed to go out in public during the modified enhanced community quarantine (MECQ).

The Department of Interior and Local Government (DILG)-Manila Field Office and Manila Barangay Bureau on Monday (Aug. 3) issued a joint memorandum to all barangay chiefs on the guidelines to be observed during MECQ.
According to the memorandum, those with quarantine passes ending in odd numbers will be allowed to leave their houses from 5 a.m. to 9 p.m. on Mondays, Wednesdays, and Fridays, and 5 a.m. to 1 p.m. on Sundays.
Meanwhile, those with quarantine passes ending in even numbers can go out in public from 5 a.m. to 9 p.m. on Tuesdays, Thursdays, and Saturdays, and 2 p.m. to 9 p.m. on Sundays.
As with earlier guidelines, only one quarantine pass per family will be issued. Quarantine pass holders must only leave their houses to buy food, medicine, and other basic necessities.
Barangay checkpoints will be established to limit the number of people going in and out of the barangays in the city.
The memorandum also stated that the current curfew hours of 10 p.m. to 5 a.m. will continue to be implemented during the MECQ.
President Duterte on Sunday (Aug. 2) placed the Greater Manila area -- Metro Manila, Cavite, Laguna, Bulacan, and Rizal -- under MECQ from Aug. 4 to 18, after hundreds of health workers asked for a "time-out" following months of battling the coronavirus disease-2019 (COVID-19) pandemic.
