Año warns LGUs imposing unnecessary requirements on telecom firms

Department of Interior and Local Government (DILG) Secretary Eduardo Año said Monday that local government units (LGUs) imposing unnecessary requirements on telecommunication firms will be answerable to the national government.

President Duterte has vowed to run after the LGUs demanding unreasonable requirements from telecommunication firms seeking permits and clearances.
Año, in an interview over DZMM, said some LGU officials are asking for maintenance regulation fees amounting to as much as P1 million. He also said that some cell sites are constructed in private properties owned by the family of the mayor or other local officials.
“Hindi pupuwede 'yan, parang ginagatasan mo naman 'yung ating mga telcos pinauso ng LGUs na special use permit, doon ang kitaan (That is not allowed, they are making the telcos as milking cows. The LGUs even required special use permits (SUP) for this purpose. That is where corruption starts),’’ said Año.
Año said that a city or municipal councilor will sponsor the SUP which may be extended endlessly and require the telcos to pay additional fees.
“Extend ng extend ng SUP, bayad ng bayad, dapat permanent permit (The SUP is being extended. Payments are continuous. Permanent permit should be issued),’’ he added.
Año reminded concerned LGUs that SUPs are not required since it is included in the joint memorandum circular (JMC) they signed for a uniform enforcement of fees and sanctions, including those for the telecoms firms in their areas.
On orders of the President, Año told the LGUs that the pending applications of the telecoms should be released within three days.
“Kung kulang 'yung kanyang requirement (If they submit incomplete requirements), you have the reason to disapprove that. You do not withhold and delay,’’ Año said.
