Northern Samar 1st district Rep. Paul Daza has sought the establishment of a provincial office of the Commission on Higher Education (CHED) in the province of Northern Samar to improve the delivery of educational services and make it available to his province mates.

Daza filed House Bill No. 7020, citing the need for the government to protect and promote the right of all citizens to quality education at all levels and make education accessible to all.
He laments that currently, in order to reach the regional center in Tacloban City, it would take around six to seven hours of travel, which is "burdensome."
"If this billl will be passed into law, the people of Northern Samar will have an easier access to CHED for their educational concerns such as, but not limited to, applying or following up for student financial assistance and grants," Daza said.
The proposed CHED Office, to be established in the municipality of Catarman, shall exercise jurisdiction over Northern Samar and shall be headed by a provincial director, it provides.
Within 60 days from the approval of the proposed Act, the CHED, in coordination with the Department of Budget and Management (DBM) shall determine the organizational structure and staffing pattern for the CHED-Northern Samar Provincial Office, the bill provides.
Such organizational structure and staffing pattern shall be submitted to the CHED Chairperson and the DBM Secretary for approval, it said.
HB 7020 mandates the CHED Chairperson to immediately include in the CHED's program the operationalization of the CHED-Northern Samar Provincial Office.
The amount necessary to carry out the provisions of the proposed Act shall be included in the annual General Appropriations Act.
Under the bill, the CHED shall issue the implementing rules and regulations of the proposed Act within 60 days from its approval.
