DepEd converges education partners to ensure smooth school opening
In line with its efforts to ensure the smooth opening of classes for School Year (SY) 2020-2021, the Department of Education (DepEd) on Wednesday converged its partner government agencies for the joint implementation of the Oplan Balik Eskwela (OBE)-Brigada Eskwela (BE).

Education Secretary Leonor Briones, during the online press conference for the OBE-BE, thanked all the agencies that expressed support to DepEd for the opening of classes on August 24.
“This is a note of gratitude to those who continue to support us but if we are more than 20 established institutions willing not only to give technical or professional advice but to donate material resources to the efforts of the department, that is very, very touching,” Briones said.
During the press conference, representatives from the Department of the Interior and Local Government (DILG); Department of Health (DOH); Department of National Defense (DND); Department of Energy (DOE); Department of Public Works and Highways (DPWH); Department of Social Welfare and Development (DSWD); Department of Trade and Industry (DTI); Department of Transportation (DOTr); Manila Electric Company (MERALCO); Metropolitan Waterworks and Sewerage System (MWSS); Metro Manila Development Authority (MMDA); Philippine Atmospheric, Geophysical, and Astronomical Services Administration (PAGASA); and the Philippine National Police (PNP) shared how they can support the DepEd in its school opening initiatives.
DOE, along with its partner stakeholders, said that it will provide support to the DepEd by continuing to monitor the entire energy sector during the pandemic and to “ensure unimpeded delivery of energy services to customers especially to all schools and households” that will need uninterrupted supply for the virtual or distance learning platform for students.
Despite the ongoing community quarantines, PAGASA assured that it will “continue to closely monitor the development and formation of any weather disturbance that will affect the country and issue weather advisories and warnings as needed.”
The PCOO also presented the K-12 Broadcasting Project which will deliver the broadcast-based learning to students amid the pandemic while the DILG reminded local executives to ensure that gadgets or devices to be donated to learners are teachers meet the minimum technical requirements issued by DepEd.
PNP, on the other hand, said that its police regional offices will coordinate with respective DepEd officials, LGUs, AFP counterparts and other law enforcement agencies and other concerned agencies for necessary security arrangement during the delivery or pick up of printed or digital learning materials.
Meanwhile, the OCD assured that it is harmonizing preparation measures not only for COVID-19 but also for other “hazards beyond the public health emergency.” DSWD said that it will assist DepEd in the distribution of learning materials and planning for the most appropriate learning modalities for learners under the Pantawid Pamilyang Pilipino Program (4Ps).
Telco giants SMART and Globe also cited their respective partnerships with DepEd especially in the implementation of blended/distance learning this school year. World Vision also gave updates on its massive educational fund drive called “Abutin Na10” which is a platform for education champions to contribute solutions in delivering quality education to learners.
Joint OBE-BE
For the first time, the DepEd has decided to jointly implement two of its major school opening programs - the OBE and BE- to better respond to the COVID-19 situation in the country.
Aimed at promoting sustainable and safe living, DepEd has decided to reconfigure BE and OBE to highlight the application of knowledge and convergence of efforts to address health and social issues at home, in school and community relative to the new framework in light of COVID-19 situation in the country.
DepEd explained that while the OBE and BE were reconfigured, these will continue to engage stakeholders to ensure that the learning modalities under the Basic Education - Learning Continuity Plan (BE-LCP) will be “effectively and efficiently” implemented.
