MCIA issues arrival protocols, guidelines for international passengers


CEBU CITY – The Mactan Cebu International Airport (MCIA) issued arrival protocols that will apply for international passengers coming to Cebu via international sweeper or repatriation flights, or rerouted flights from Manila due to quarantine processing limitations.

MCIA also reminded the public that all international commercial flights were still suspended to date.

The airport management is asking arriving passengers from the above-mentioned international flights to strictly follow the protocols upon checking-in at their respective port of origin and upon arrival at MCIA.

Upon check-in at port of origin, all international passengers travelling to Cebu via MCIA must present the following documentary requirements:

·         Valid Passport

·         Valid visa with proof of filiation or marriage, if applicable

·         For returning non-OFW Filipinos (ROFs) or foreign nationals, proof of pre-booked Cebu hotel accommodation is needed.  For list of accredited hotels, visit http://tiny.cc/MCIAHotelListCOVID.

·         For Overseas Filipino Workers (OFWs), kindly coordinate with the Overseas Workers Welfare Administration (OWWA) for specific requirements and other guidelines.

·         Completed forms from the Bureau of Quarantine (BOQ):

  • Health Declaration Form
  • Patient Profile Sheet (2 copies)
  • Passenger Undertaking Form
  • Case Investigation Form for COVID-19
  • Laboratory Request Form
  • OWWA Project Case Form, if OFW

All passengers shall undergo swab extraction for reverse transcription-polymerase chain reaction (RT-PCR) test upon arrival at MCIA, and must have confirmed hotel accommodation in Cebu for a specific number of days while waiting for their test result.

For returning non-OFW Filipinos and foreign nationals, the cost for swab test and hotel accommodation shall be shouldered by the passengers.  The costs of the RT-PCR swab test are the following:

·        P4,900 for returning Filipinos and foreign nationals

·         P4,400 for OFWs

Test results will be made available within 24-48 hours from the time the last passenger on the same flight gets tested.

If the PCR test result is negative, the local government unit (LGU) may bring the passenger to his/her residence in Cebu, or they may be allowed to go home through their private vehicle.

If the passenger is not based in Cebu, he/she may take his/her onward flight.

If PCR test result is positive, the passenger must comply with mandated health, safety, and treatment protocols of the Department of Health (DOH) and Bureau of Quarantine (BOQ).

MCIA strongly advised passengers to continuously monitor the status of their flights and ensure that they have the necessary documents in compliance with the regulations of the local government of their point of origin and destination.
